Code violations don’t have to mean conflict. This session introduces the Solution-Based Code Enforcement framework, a collaborative approach that moves beyond citations and penalties toward shared problem-solving between code officers, apartment managers, and residents. Through real-world examples, role-playing exercises, and group discussion, participants will learn how to anticipate seasonal code issues, communicate in ways that build trust, and put practical systems in place to improve compliance. Whether you’re dealing with aging infrastructure, occupancy pressures, or rising resident expectations, you’ll leave with tools and a shared language to turn enforcement encounters into productive partnerships.

Key Takeaways:

  • Shift the mindset: Move from punitive enforcement to collaborative problem-solving with owners, managers, and residents.
  • Anticipate and prevent: Recognize seasonal code patterns, like spring landscaping, summer storm prep, and holiday refuse, before they become violations.
  • Communicate to build trust: Use strategies that encourage voluntary compliance and reduce adversarial interactions.
  • Take home ready-to-use tools: Apply templates and processes for inspection planning, documentation, and follow-up, and practice them through role-playing and a shared language between code officers and operators.

Meet Your Instructor:

Jon Martin, CEP, FSESCI
Code Enforcement Division Manager

Jon is a 30-year civil servant with 15 years in law enforcement and 15 in code enforcement, giving him a view from both sides of the fence. Having chosen code enforcement, he learned that saving communities starts with listening to them. About six years ago, he developed Solutions Based Code Enforcement after becoming a code violator himself during a serious illness, and he now partners with owners to solve violations rather than defaulting to fines and liens. As Manager of the Seminole County Code Enforcement Division, Jon built a solutions-focused team and created the Multi-Family Officer position. Together they have inspected every multi-family property in the county and are helping many improve compliance and protect their investments.
